In recent years, Beijing has regarded the medical and health industry as one of the "double engines" supporting the innovation and development of the capital, and has continuously increased its policy support. Since 2018, it has successively issued three rounds of medical and health industry action plans, and issued a series of policies to support the high-quality development of innovative medicines, such as "32 articles" and iteratively updating the development of foreign R&D centers. Up to now, the city has identified five batches of 149 foreign R&D centers, among which the medical and health fields account for the largest proportion, reaching 40, which has become a new power source for foreign investment growth.
According to the relevant person in charge of the Beijing Municipal Development and Reform Commission, Beijing has formed a model of close coordination between the two levels of urban areas and strong cooperation among various units, and promoted the implementation of a number of pilot policies in the biomedical field. At the same time, the industrial map of Beijing was compiled, showing the distribution and guiding direction of Beijing’s medical and health industry resources, sorting out the talent needs of six sub-sectors and 14 professional and skilled talents, guiding the precise matching of human resources and medical and health industry, and building a supply-demand docking channel of "enterprise+application scenario", empowering people to find technologies for scenarios and scenarios for technologies.
In terms of strengthening services, Beijing has innovatively established a system of "service package" and "service housekeeper" for enterprises to provide services for foreign-funded enterprises. Establish a "first-in-first responsibility system". All departments in urban areas are responsible units for serving enterprises, and take the initiative to provide enterprises with industrial policies, government services, public services, etc., to solve the cross-regional, cross-departmental and cross-level problems of enterprises in key periods and key links. At present, more than 1,700 foreign-funded enterprises have been served, and more than 9,800 services have been provided to enterprises, with the completion rate and satisfaction rate reaching over 99%.
It is understood that eight multinational pharmaceutical companies that have recently set up R&D or innovation projects in Beijing have all been included in the "service package" of Beijing enterprises, and services such as implementing policy support, promoting innovation and development, and doing a good job in service guarantee are provided by the urban areas, and they are supported in terms of funds and talents. Beijing also selected Yizhuang New Town to build Beijing Medicine Innovation Park, which is located in the south extension line of Beijing’s central axis, and is an important node of China Unicom’s "double hub" and convenient international exchanges. Covering 9 regulatory agencies, 16 3A hospitals and 5 high-quality medical colleges within a radius of 15 kilometers, relying on the profound biomedical industry foundation of Yizhuang and Daxing, it can provide sufficient essential resources for medical innovation. Four functional areas are planned to be built in the area, which can meet the space needs of enterprises from R&D, pilot test to mass production.
