Corruption threatens the peace and stability of the world, challenges the fairness and justice of the society and the dignity of the law, threatens the national security and affects the development of the global economy. It is a public enemy of mankind and a cancer of the world.

  Just three days before the International Anti-Corruption Day, Li Wenge, a "hundred Hongtong personnel", returned to China and surrendered himself, which set a new record for China’s pursuit and recovery.According to statistics, by the end of October 2017, China had recovered 3,587 people who fled from more than 90 countries and regions, and recovered 9.541 billion yuan. At present, there are 51 "100 Hongtong personnel", more than half of them. This marks an important stage of China’s pursuit and recovery work.

  "100 Red Cross" declares China’s determination to pursue recovery.

  When it comes to the pursuit and recovery work in China in recent years, "100 Red Cross" is undoubtedly the highest frequency vocabulary.The "100 Red Cross" was announced in late April 2015. In more than two years, 51 people were brought to justice. The international community saw the achievements of China’s international cooperation in anti-corruption and China’s determination.

  On April 22, 2015, Interpol China National Central Bureau published a red wanted notice for 100 people. These people are all staff members of fleeing countries suspected of committing crimes and people involved in important corruption cases. The earliest flight time of these fugitives dates back to 1996, with a long time span, and it is self-evident that it is difficult to escape.

  Unexpectedly, just a few days after the announcement of "100 Red Cross", on April 25, 2015, Dai Xuemin was arrested and brought to justice, becoming the first person arrested after the announcement of "100 Red Cross Personnel". In the following nine months, 16 "100 Hongtong personnel" came to the case one after another, which set off the climax of China’s anti-corruption international pursuit.

  On November 16th, 2016, Yang Xiuzhu, the top suspect of "100 Hongtong personnel" and former deputy director of Zhejiang Provincial Construction Department, returned to China from the United States and surrendered himself. At this point, China’s determination to fight corruption and pursue recovery is beyond doubt.

  On December 5, 2017, Zhou Yuyang was arrested and brought to justice with "100 Hongtong personnel". Half of the "100 Hongtong personnel" have been arrested. The pace of the central pursuit office did not stay too long. In just 24 hours, Li Wenge, No.28 of "100 Red Cross Personnel", returned to China and surrendered himself. Hundreds of Hongtong’s pursuit work has gone to another city.

  Big data analysis to the case "Hongtong personnel"

  Which countries and regions have the most choices for "100 Hongtong" fugitives? How long is the flight time? A few days ago, the Central Pursuit Office conducted an authoritative combing of relevant information.

  According to statistics, among the 51 "100 Hongtong personnel" who have arrived at the case, according to the time of arrival. In 2015, 18 people were brought to justice, and in 2016, 19 people were brought to justice. Up to now, 14 people have been brought to justice in 2017, and the pursuit efforts have maintained a high-pressure situation.

  The earliest flight time of 51 "100 Hongtong personnel" was in 1998 and the latest was in 2014. Among them, 6 people fled in 15-20 years, 8 people in 10-15 years, 13 people in 5-10 years and 24 people under 5 years. Among them, 35 people were recovered by persuasion, 10 by repatriation, 4 by arrest and 2 by other means. Persuasion has become the vast majority. Among them, the proportion of suspected corruption and bribery crimes reached 60%, and 51 "100 Hongtong personnel" who were brought to justice were recovered from 19 countries or regions, of which the United States and Canada were the most, with 12 persons, while 4 persons were arrested in China. In addition, according to statistics, 49 "100 Red Cross personnel" who have not yet been brought to justice may be hiding in nine countries, including 24 in the United States, 8 in Canada, 7 in New Zealand, 5 in Australia, and 1 in Britain, France, Thailand, the Philippines and Sri Lanka.

  Cooperate with many countries to chase after and fight crime

  According to statistics, China has signed extradition treaties with 48 countries including France and Italy, criminal judicial assistance treaties with 59 countries including the United States, Canada, Australia and Singapore, and financial information exchange and cooperation agreements with 42 countries and regions including the United States. Jointly cooperate in the field of anti-corruption and combating crime.
