Talent is the first resource, and innovation is the first driving force. General Secretary of the Supreme Leader stressed at the Central Talent Work Conference that at present, China has entered a new journey of building a socialist modern country in an all-round way and marching towards the goal of the second century. We are closer to the grand goal of realizing the great rejuvenation of the Chinese nation than at any time in history, and we are more eager for talents than at any time in history. To achieve our goal, high-level science and technology is the key to self-reliance. National development depends on talents, and national rejuvenation depends on talents. It is necessary to thoroughly implement the strategy of strengthening the country with talents in the new era and accelerate the construction of an important talent center and an innovative highland in the world. The working conference of the provincial party committee put forward to anchor the "two guarantees" (namely, "to ensure the high-quality construction of modern Henan and to ensure the high-level realization of modern Henan") and fully implement the "Ten Strategies", among which the strategy of innovation-driven, rejuvenating the province through science and education and strengthening the province with talents ranks first, which fully reflects the confidence and determination of the provincial party committee and the provincial government to put innovation at the logical starting point of development and the core position of modernization, and make every effort to build a national innovative highland! In order to thoroughly implement the spirit of the Central Talent Work Conference and fully promote the implementation of the strategy of innovation-driven, rejuvenating the province through science and education, and strengthening the province through talents, our province will hold the fourth China-Henan conference on recruiting talents and attracting talents for innovation and development and the second China-Henan conference on open innovation and transnational technology transfer. Next, I will give you a brief introduction about the conference.
I. General situation
Since 2018, according to the work arrangements of the provincial party committee and the provincial government, our province has held three consecutive conferences on attracting talents and attracting talents for innovation and development. Among them, in 2019, it was co-organized with the first conference on open innovation and transnational technology transfer, vigorously recruited high-level, innovative and leading talents and teams, and continued to promote cooperation in science and technology and talent projects and transformation of achievements. More than 2,800 guests and high-level talents, such as Nobel Prize winners and academicians at home and abroad, were invited, and 148,000 talents of various types were signed. Twenty-three cooperation agreements were reached for "uncovering the list and tackling key problems" projects, with a total contract value of 525 million yuan, and 293 projects with major technical needs for industrial development were signed. The brand effect of the two conferences has become increasingly apparent, the carrier role has become more prominent, and the effect of gathering talents and wisdom has become more remarkable. Through the leading traction of the congress, all localities and departments have been promoted to improve their understanding of the importance of talent work and scientific and technological innovation, improve the working mechanism of the party in charge of talents, increase the intensity of scientific and technological innovation, accelerate the reform of the system and mechanism of talent development in the province, continuously optimize the ecology of talent development, and the social fashion of respecting talents and advocating innovation has emerged.
This year, considering that the time of the two conferences is similar, and there are overlapping situations in the invitation of guests at the opening ceremony and the arrangement of leadership activities, in order to integrate resources and improve efficiency, the opening ceremony of the conference and some special events will be held together, and publicity and mobilization, reception guarantee and other work will be done as a whole.
Under the correct leadership of the provincial party Committee and government, with the efforts of all parties, all the preparatory work for the conference has been basically ready. Up to now, 14,700 employers from 64 industries have been mobilized to participate in the conference, and 173,500 job requirements and 463 cooperation projects have been collected. Through recommendation and screening, 1,450 households have participated in the high-end talent (project) matchmaking fair, providing 49,000 job requirements, and 10 science and technology and talent projects have participated in the opening ceremony. 290 high-level talents were invited, including 40 top talents such as academicians of the two academies and presidents of famous universities, and 65 other leading and top-notch talents. The transnational technology transfer conference has collected 109 cooperation projects, and 58 projects with major key technical needs have reached cooperation intentions with a total investment of 2.1 billion yuan; 207 high-level talents were invited, including 9 academicians of the two academies and overseas academicians. In addition, the publicity of the conference, conference support and other related work are also progressing in an orderly manner.
Second, the main activity arrangement
(1) Main activities of the 4th China Henan Conference on Recruiting Talents and Introducing Talents for Innovation and Development.
The conference on recruiting talents and attracting talents for innovation and development was co-sponsored by the provincial party committee, the provincial government, the European and American Alumni Association (China Overseas Students Association) and the China Postdoctoral Science Foundation. It mainly focused on the development needs of key industries, advantageous industries and emerging industries in Henan, and held 44 activities in four aspects.
The first is the opening ceremony of the conference. It will be held at 9: 00 am on October 23rd at Zhengzhou International Convention and Exhibition Center. On-site signing of provincial and ministerial cooperation and major talents and scientific and technological projects, awarding certificates to representatives of "outstanding experts in Henan Province" and "distinguished researchers in Henan Province", and carrying out special activities of recruiting talents and attracting talents and docking scientific and technological innovation projects.
The second is home activities. Including 19 special events such as high-end talent (project) matchmaking fair, special activities of recruiting talents and attracting talents on key innovation platforms, summit forum and academician expert Henan trip. Among them, special job fairs in health, agriculture, education and other fields, the Central Plains Young Scientists Forum and other activities have been held, special activities for major key technical needs, high-end talent (project) matchmaking fair, overseas high-level talent and project docking negotiation special activities, special activities for recruiting talents and attracting talents on key innovation platforms, and special activities for overseas academicians and experts in Henan. A series of forums will be held from October 23 to 24, including the human capital collaborative development summit forum, the green energy and industrial development strategy summit forum, the Yellow River Basin ecological protection and high-quality development summit forum, the food safety and biological breeding summit forum, the high-end forum on ecological health and environmental health, the 2021 frontier seminar on soil ecology and the high-level forum on green chemical industry, metallurgy and key material processing.
The third is a series of activities to recruit talents from outside the province. Organize universities, scientific research institutes, medical institutions, enterprises and institutions to go to famous universities outside the province to carry out special recruitment, and vigorously introduce outstanding college graduates and other high-level talents that are in urgent need. The series of activities of recruiting talents and introducing talents from outside the province consists of six activities, including Beijing, Shanghai, Wuhan, Xi ‘an, Hangzhou and Chengdu. The first activity was held in Wuhan on October 16th. Other special events will be held in November.
The fourth is a series of activities to recruit talents and attract talents in cities under the jurisdiction of the province. Cities under the jurisdiction of provinces and Jiyuan Demonstration Zone actively organize special activities with distinctive features, adopt various forms to attract talents extensively, and carry out docking cooperation of innovative projects. At present, Zhengzhou, Kaifeng, Luoyang, Pingdingshan and other places have carried out more than 20 activities to recruit talents and attract talents, and relevant special events will be held around October 23.
(II) Main activities of the second China-Henan Open Innovation and Transnational Technology Transfer Conference.
The transnational technology transfer conference is hosted by the provincial government, and its main activities include opening ceremony, home activities and online activities. Among them, the opening ceremony and the conference of recruiting talents and attracting talents were held together. The online activities were mainly to collect demand and release results by using the cloud service platform of the conference, so as to achieve online and offline integration.
There are 8 home events: First, the release of scientific and technological achievements of China Academy of Sciences (Henan) and the special session of project docking, focusing on the fields of electronic information, energy conservation and environmental protection, new materials and new energy, and releasing 150 high-end scientific and technological achievements of Chinese Academy of Sciences; Second, the China-Central and Eastern European countries cooperated in the docking cooperation of international outstanding scientific and technological innovation projects, collected and released 100 innovative and entrepreneurial projects for Central and Eastern European countries, held a keynote report on the status quo and future development of China-Central and Eastern European international technology transfer cooperation, and shared scientific and technological cooperation cases and roadshows for industry-leading technology projects; Third, Zhengzhou’s high-end scientific and technological innovation resources docking negotiation special session, signed an agreement with Harbin Institute of Technology, Beijing Institute of Technology and other four units to introduce the name of the compound, and held a series of activities such as the 2021 "Zheng Chuanghui" International Innovation and Entrepreneurship Competition, the third China International Micro-nano Technology and Composite Materials Innovation and Development Forum, the unveiling ceremony of Zhengzhou Technology Exchange Market, the 2021 World Sensor Conference, and the Zhengzhou "Financial Hui Ke" through train event; Fourth, a special session on the docking of advanced manufacturing scientific and technological achievements in Luoyang metropolitan area, releasing the relevant policies of Luoyang to support the transfer and transformation of scientific and technological achievements and strengthen cooperation in Industry-University-Research, holding the launching ceremony of the innovation-driven center for leading talents in science and technology (Luoyang), and holding roadshows of talent projects, technological innovation needs of enterprises, scientific and technological achievements and other conferences; Fifth, the docking special session of Henan scientific and technological achievements in colleges and universities (the fourth Henan scientific and technological achievements Expo in colleges and universities),Convene four main forums, such as High-end Manufacturing Development Forum, peak carbon dioxide emissions Carbon Neutralization Forum, Hydrogen Energy and Battery Industry Development Forum, Industrial Internet Industry Development Forum and Biomedical Industry Development Forum, and carry out the activities of the postdoctoral science and technology service group in Xinxiang. It is planned to sign 46 scientific and technological projects with a total investment of 605 million yuan; Sixth, the special activity of "unveiling the list" for major key technical requirements, and selected 113 major requirements (77 for technical research and 36 for achievement transformation), and publicly posted the list for the whole society; Seventh, a special meeting for overseas high-level talents and project docking negotiations. It is planned to hold 2 offline theme forums and 2 online theme forums, and it is planned to sign a contract to introduce 9 high-end experts; Eighth, the key innovation platform is dedicated to recruiting talents and attracting talents, and 52 innovative subjects in the province, including state key laboratories and provincial laboratories, are organized to recruit high-level talents at home and abroad. Among them, Luoyang Metropolitan Area advanced manufacturing scientific and technological achievements docking special session was held on October 15th, and other activities will be held from October 22nd to 24th.
In five days’ time, the two congresses will be officially opened. This year, we actively explored a new model of recruiting talents and attracting talents through cooperation between provinces and departments, multi-party participation, unified province and linkage between provinces and cities, and launched 44 special events such as fair, job fair, summit forum and experts’ trip to Henan, which are the working carriers of recruiting talents and attracting talents. Not long ago, the working conference of the provincial party Committee put the implementation of the strategy of "innovation-driven, rejuvenating the province through science and education and strengthening the province with talents" at the top of the "Ten Strategies". Holding the second China-Henan Conference on Open Innovation and Transnational Technology Transfer is a practical action to implement the decision-making arrangements of the provincial party committee and government, plan and promote scientific and technological innovation with a more open global vision, and help the country to build an innovative highland. Focusing on the theme of "gathering global innovation resources and helping the Central Plains to be more brilliant", this conference planned 8 special events and continued to carry out online docking activities of the conference cloud service platform. Generally speaking, it has the following characteristics:
First, the policy is more attractive. This conference has comprehensively upgraded the policy of "revealing the list and taking the lead". On the basis of the needs of enterprises for tackling key technical problems, it has added the needs for the transformation of achievements collected by domestic and foreign scientific research subjects, and the support funds for the projects that won the list have been increased from 20% of the original contract amount to 30%. At present, 113 major demands have been published to the public, with a total investment of 5.65 billion yuan and R&D investment of 1.58 billion yuan. Zhengzhou is the main venue for two conferences, namely, recruiting talents, introducing talents, innovating development and opening up innovative technology transfer, and it is also the main position for recruiting talents and attracting talents in Henan. In recent years, we have made full use of the two main platforms of the conference, attracting 23,000 high-level talents, 110,000 young talents and 1,275 projects with a total investment of 1.6 trillion yuan. This year’s high-tech fair invited Professor goerge smoot, an American astrophysicist and Nobel Prize winner in physics, and Professor alekseev Yuri, Vice President of Belarusian National Technical University, to give a keynote speech. Peking University and other 65 well-known universities in China, 6 overseas universities such as University of California, Berkeley, and 21 provincial universities such as Zhengzhou University were invited to participate in the conference, so as to build a platform for the exchange of experts and scholars and school-enterprise cooperation, and strive to promote the high-tech fair to serve Xinxiang, radiate the whole province and face the whole country, and build a high-end exchange and cooperation platform.
