This great change affects all aspects of society, and naturally it also affects language and writing. In old China, the main problems of Chinese characters were complexity and confusion. There are many strokes in numerous fingers, and the fingers are different and mixed. Complexity and confusion have brought great difficulties to the study and use of Chinese characters, and affected the popularization of education and the development of culture. In order to solve the complexity and confusion of Chinese characters, the simplification and standardization of Chinese characters began in the Republic of China, but the results were limited. After the founding of the People’s Republic of China, under the leadership of communist party and the People’s Government, remarkable achievements have been made in the simplification and standardization of Chinese characters, which has changed the face of complexity and chaos to a considerable extent and formed a new standard of Chinese characters.   Let’s talk about the simplification of Chinese characters first. The original Chinese characters mainly come from pictures, and the shapes of many characters can be complex and simple. In Oracle Bone Inscriptions, "A" is a traditional car, and "B" is a simplified car. Both traditional and simplified cars are used at the same time, which shows that the history of simplified Chinese characters is as long as that of traditional Chinese characters. After the Qin dynasty unified the world, it replaced the ancient prose of the six countries with Xiao Zhuan, and realized the same writing. Xiao Zhuan has evolved into regular script through official script, and many of its characters have complicated strokes. For example, there are more than 30 paintings in each character, which makes it difficult to learn and use. For the convenience of use, the people created corresponding simplified forms for these complicated characters, but the rulers in feudal times rejected simplified forms, which were only allowed to be used in folk contracts, prescriptions, account books and songbooks, and were not allowed to be used in Chinese character teaching and various official documents. If simplified forms were used in imperial examinations, they were doomed to fall into Sun Shan. In the 20th century, this concept has been impacted by the drastic changes in society. In 1909, Lu Feikui, an educator, published a famous paper on "Common Style Characters should be Used in General Education", arguing that the strokes of common style characters are simple and easy to learn and remember. "It is beneficial and harmless to use common style characters in general education, which not only saves the brains of scholars, but also increases the number of literate people, that is, it is more convenient to write and engrave words." During the May 4th Movement, with the development of the New Culture Movement, some linguists clearly put forward the idea of simplifying Chinese characters, with Qian Xuantong, a master of Chinese studies, at the forefront. In 1920, he published "Proposal to Save Chinese Characters" in New Youth magazine. In 1922, at the preparatory meeting for the unification of Mandarin, he put forward the "Stroke Case of Saving Current Chinese Characters", which was passed.In 1930s, the movement of simplified Chinese characters entered the stage of practical implementation. In the spring of 1935, Chen Wangdao, editor-in-chief of the semi-monthly magazine Taibai, organized a Committee for the Promotion of Handwritten Characters with the help of Chinese character reformers in Shanghai, and selected the first batch of 300 Handwritten Characters, which began to be used in Taibai, The Analects of Confucius and Reading Life. The characters in hand are simplified characters. Driven by the mass movement to simplify Chinese characters, the Ministry of Education of Nanjing National Government published the First List of Simplified Chinese Characters in August 1935, which contained 324 simplified Chinese characters, and stipulated in the Measures for Promoting Simplified Chinese Characters Issued by the Ministry of Education in Provinces and Cities that "all textbooks, short-term primary schools and public schools, children’s and public reading materials should adopt simplified Chinese characters issued by the Ministry". This move was generally welcomed by the educational circles and progressive cultural circles, but it was also strongly opposed by conservative forces. The National Government led by the Kuomintang succumbed to the pressure of conservative forces and instructed the Ministry of Education in February 1936 that the implementation of simplified Chinese characters should be suspended. Unfortunately, the work of promoting simplified Chinese characters, which benefited the country and the people, died halfway.


  Shortly after the founding of New China, the relevant government departments began to simplify Chinese characters. In 1951, the Social Education Department of the Ministry of Education drew up the First List of Simplified Chinese Characters (the first draft), and received 555 simplified Chinese characters. In February, 1952, the China Character Reform Research Committee made additions and deletions on the basis of the First List of Simplified Chinese Characters (First Draft), and drew up the first draft of the Simplified List of Commonly Used Chinese Characters, with 700 simplified Chinese characters. After many discussions and revisions, the fifth draft of Simplified List of Commonly Used Chinese Characters was formed in September 1954. In November, 1954, the Cultural Reform Commission revised the fifth draft again, forming the Draft Scheme for Simplifying Chinese Characters. In February, 1955, the Draft Scheme for Simplifying Chinese Characters was published in the newspapers at the central level to solicit opinions from the whole society. By July of the same year, the Cultural Reform Commission had received 5167 opinions from people from all walks of life, 97% of which were in favor. In October 1955, a national conference on Chinese character reform was held in Beijing. The conference approved that the policy of Chinese character simplification was "established practice and steady progress" and adopted the Revised Draft of Chinese Character Simplification Scheme. The revised draft has been examined and approved by the Examination and Approval Committee for Simplified Chinese Characters in the State Council. On January 28th, 1956, the 23rd meeting of the State Council adopted the Resolution on Promulgating the Simplified Scheme of Chinese Characters. On January 31st, People’s Daily published the State Council’s Resolution and Simplified Chinese Characters Scheme. This scheme includes 515 simplified words and 54 simplified radicals. After the publication of "Simplified Chinese Characters Scheme", it was implemented in four batches, and the implementation was very smooth.In January 1958, Premier Zhou Enlai pointed out in his report "The Task of Current Character Reform": "After the announcement of the plan, simplified characters have been widely used in newspapers, periodicals, textbooks and general books for two years, and they have been welcomed by the masses, and everyone is pleased, especially for children and adults who are just beginning to learn Chinese characters." In 1964, according to the spirit of the State Council’s instructions, the Cultural Reform Commission edited and published the Summary of Simplified Chinese Characters, which included the simplified Chinese characters in the Chinese Character Simplification Scheme and the simplified Chinese characters obtained by radical analogy within the scope of Xinhua Dictionary, as a unified standard for the use of simplified Chinese characters. According to the data obtained from the survey on the use of languages and characters in China published in 2004, 95.25% of them usually write simplified characters, 0.92% write traditional characters, and 3.84% write both traditional and simplified characters. Simplified characters have taken root among the people, and Chinese characters have entered the era of simplified characters. Science is a journey without an end.

At the end of 2019, Covid-19 (Covid-19) appeared in Wuhan and swept the world in just a few months. Although medical experts all over the world are stepping up scientific research, up to now, our understanding of Covid-19 is still very limited, and we don’t even know where the virus comes from, whether it mutates, whether the recovered people have immunity, etc., let alone find out the methods of treatment and prevention. Not to mention COVID-19, which theory and doctrine in science can definitely be completely "proved"? As one of the greatest undertakings of mankind, science has never been casually successful. In such a situation, I met "The Journey of Science" and read Einstein’s sentence, "The nature I see is a spectacular structure, and we can only grasp it very limited. Therefore, a thoughtful person must have a feeling of" humility ".


The Journey of Science is a popular science book written by famous American journalists Ray Spangenberg and Diana Mo Ze. The book was published by Peking University Publishing House in November 2008. For more than ten years, the book has been reprinted many times, won many awards in the publishing industry, and was fully affirmed and praised by readers from all walks of life. Different from other works on the history of science, the history of science presented by this book is not brilliant all the way, but a history written by "right" and "wrong", "success" and "failure", and a history approaching the truth in constant error correction.

In the short history of human civilization, we have moved slowly along the journey of science from awe to understanding-from looking up at the stars to launching spacecraft to explore space, from observing the fluctuation of river water to using tidal energy to generate electricity, from discovering chemical elements to using nuclear energy to benefit life, from recognizing life to artificially synthesizing living cells, and peeling off the mystery of science layer by layer. Today’s science has penetrated into every corner of human life, and the power of science is everywhere. It seems that we have exhausted all our knowledge of everything in the world.

The author believes that science is actually a way of thinking, a vivid and ever-changing view of the world. In the long early history of human development, most views about the world are full of supernatural and mythical colors. Humans try to call gods and heaven with witchcraft to help cure diseases, fight floods, win wars, etc. This is naturally not science.


When human beings began to use tools to transform the world, animal husbandry, agriculture and foundry came into being one after another. People began to observe the sun, moon and planets and found the change of seasons and the flooding of rivers. In the author’s view, these are just technologies, not science in the strict sense, because these "can’t enhance the knowledge, angle and method of understanding the world". From this point of view, China’s four great inventions can only be regarded as technology, because they have not promoted the change and progress of human thought and changed people’s cognition of the world.


Scientific progress is not simply technological progress, but the evolution of scientific ideas. Since ancient Greece, the spirit of legislation for nature has given birth to the embryonic form of modern science. After the catalysis of the Middle Ages, especially the Renaissance, scientific thought realized modern transformation and successfully promoted three scientific and technological waves in the West. Why China civilization did not produce modern science similar to that in Europe may be related to the absence of "scientific thought". The author reminds me of a sentence by Yu Yingshi: "If we analyze the western science that China has been longing for since the May 4th Movement, we can see that there are few elements of’ science’ and many elements of’ science and technology’, and this is still the case today, and even worse." Being eager for quick success and instant benefit for science and technology will inevitably stifle "scientific thinking".


One of the great charms of this book is that it not only narrates the development process from the birth of science to modern science, but more importantly, it takes the change of ideas and the development of ideas as the main line of narration, which makes a "big book" with more than 500 pages clear. It is found in reading that it often takes a long time, even hardships, for a new scientific idea to be widely accepted from birth. Planck said: "A new scientific truth won not by convincing its opponents and seeing the light of truth, but by the fact that these opponents eventually died and a new generation familiar with it grew up." In the author’s view, scientific thinking is essentially critical thinking, which advocates doubting the old adage and authority, as well as transcending oneself. It does not allow nature to deceive you, nor does it allow others to deceive you, nor does it allow you to deceive yourself. Therefore, before a hypothesis becomes a theory, it must be repeatedly tested and evaluated by many people before it can become a "theory" known by the scientific community and the public. Even the theory must be subject to falsification and revision, and it must be fully proved by the examiner, so that it can enter the textbook. For example, when Roentgen discovered "X-ray", it was delayed for seven weeks when he announced the discovery result, because he repeatedly experimented with the reliability of his discovery. In the history of science, there are many examples of a theory that takes time to test from discovery to confirmation.


Scientists have also specially designed a series of rules to help find mistakes, so that science has an internal mechanism that can prove itself wrong. It is this unique error-correcting mechanism and self-critical ability of science itself that makes science the most rigorous and effective means for human beings to understand the mysteries of nature, and makes the development of science constantly break through the barriers of old ideas, surpass authority and be full of vitality forever.


Throughout the book, we find that every new theory is always corrected, expanded or simplified by later generations, and constantly improved. There are many such examples: Aristotle’s assertion that different weights fall from the same height, and the heavy one falls first is overthrown by Galileo; In the 20th century, atoms were found to have a structure, so they entered it and split it. Many people in the judicial circles who are concerned about the trial of this case believe that the whole process of the first instance embodies the law, solemnity and order, which can be called the "boutique" of judicial practice.

The success of the trial embodies the wisdom and hard work of the police officers on the political and legal fronts, and reflects their superb ability to perform their duties and enforce the law.

Since the case of Liu Han and Liu Wei involved in the underworld, it has attracted great attention from all walks of life. In order to make the case a ironclad case that can stand the test of history, the public, procuratorial and legal staff involved in the case made careful preparations, held their ground and took responsibility to ensure foolproof.

Since May 2013, more than 100 police officers from Hubei Task Force have gone to Sichuan to carry out investigations around the clock, traveled to more than 10 provinces and cities, traveled hundreds of thousands of kilometers, asked more than 600 people, obtained more than 1,000 witness testimonies and collected more than 10,000 relevant materials.

His testimony in court completely linked the evidence chain of Liu Han’s instigation to shoot Wang Yongcheng, locked Liu Han’s position as the mastermind and chief offender, and further proved that Liu Han was the organizer and leader of the underworld organization.

Previously, it was found by the court that Sun was hospitalized for illness and was inconvenient to appear in court. However, Liu Han and his defenders still insist that Sun Moumou must appear in court. The prosecutor also believes that if Sun Moumou himself can appear in court, it will help to find out the facts. In order to ensure that the case can stand the test of law and history, leaving no regrets and sequelae, the political and legal organs overcame many difficulties and formulated careful safeguard measures to win the appearance of Sun Moumou, who was detained in Beijing for another case.

Among the 36 defendants, most of them are junior high school students and lack language skills. At the scene of the first trial court of Xian ‘an District People’s Court in Xianning City, the defendants Yuan Shaolin and Zhang Donghua raised their hands several times in the process of giving evidence and cross-examination, but they were incoherent when they opened their mouths. Wang Weimin, the presiding judge, always guided patiently and clarified or implemented the facts advocated by the parties by asking questions. In this regard, many defendants thanked in court.

During the trial, both the prosecution and the defense debated many times, and the seven presiding judges were able to assess the situation, combining rigidity with softness, and interpreted the people’s judges’ judicial literacy of strict law enforcement, fair trial and tolerance with neutral, modest and rational words and deeds. Under the education, influence and deterrence of the court, most defendants pleaded guilty and repented in court, and expressed their remorse to the relatives of the victims.

In the stage of inspection and prosecution, the procuratorate contacted the judicial administrative department in time and appointed eight defense lawyers for many defendants who did not entrust defense lawyers for various reasons. When collecting evidence, it not only consolidates and reinforces the guilty evidence, but also collects the evidence that the crime is lighter, so as to fully protect the defendant’s litigation rights. Liu Zhixiong: The court sentenced Liu Han to death on the basis of his intentional homicide. This means that every member should be responsible for the result of the crime.   First, to ensure the comprehensive development of land

  (four) after deducting the station land, the total amount of land for comprehensive development of the same railway project is controlled according to the average size of a single station not exceeding 50 hectares, and the scale of land for comprehensive development of a few stations is not exceeding 100 hectares.

  Second, strengthen planning and convergence

  (5) For newly-built railway projects, the people’s governments at the prefecture level or above the city level where the project is located shall co-ordinate the organization of the project construction investors or project companies at the feasibility study stage of the project, and simultaneously prepare the comprehensive development plan for the station land. For stations (large-scale comprehensive transportation hubs) involving multiple railway projects, the Provincial Development and Reform Commission should strengthen guidance and coordination to take into account the comprehensive development needs of various railway projects. For existing railway projects, the people’s governments at the prefecture level and listed along the line should take the initiative to negotiate with the legal entity of the railway project and make overall plans for the comprehensive development of the station land. The comprehensive development planning of the station land should be coordinated with the overall land use planning and the overall urban planning, and the adjustment of the overall land use planning and the overall urban planning should be handled in accordance with the regulations.

  Third, promote the comprehensive development and utilization of land

  (eight) the use of land within the red line of railway projects for the development of above-ground and underground space, under the premise of meeting the planning and safety requirements of railway projects, can be compatible with a certain proportion of other functions, and can set up the right to use construction land in layers. The right to use the construction land established by layers conforms to the Catalogue of Allocated Land, and the procedures for land use can be handled according to the allocation method; Do not meet the "allocation of land directory", according to the agreement for paid land use procedures. If the allocated land obtained by the legal entity of railway project according to law is no longer in conformity with the Catalogue of Allocated Land due to transfer or change of use, the land use formalities can be handled by agreement according to the provisions of Document No.37 [2014] of the State Council Office; If the development is recovered by the government, it can be implemented with reference to the redevelopment of inefficient land and the relevant policies of "three old" transformation.

  (9) Support legal entities of railway projects to make use of their own land, acquire adjacent land through equal consultation, obtain land supplied by the government according to law or cooperate with other market entities to comprehensively develop the existing railway project station area. After the approval of the planning department, the land and resources departments of cities and counties along the line shall provide services for the railway project legal entity to use its own land for land property rights integration and parcel merger and split.

  Fourth, clear the way of land supply

  (ten) the comprehensive development of new railway stations and yards shall be supplied in a market-oriented way, and the announcement time for land supply shall not be less than 60 working days. If the investment subject of the newly-built railway project is not determined, the comprehensive land development right can be tendered together when the project is tendered, and the winning bidder of the newly-built railway project can obtain the comprehensive land development right at the same time, and the corresponding land can be provided once or in stages according to the development stages, and the land supply price is determined according to the market price at the time of transfer. The new railway project has determined the investment subject but not the comprehensive land development right. If the land conforms to the Catalogue of Allocated Land, it can be supplied by allocation; If it does not conform to the Catalogue of Allocated Land, it will be supplied by bidding, auction and listing, and the unified railway station, line engineering, related planning conditions and railway construction requirements will be taken as the preconditions for obtaining land. To supply land within the scope of comprehensive development of existing railway stations and yards, the planning requirements of comprehensive development and the requirements of railway construction should be included in the premise of land supply.

  (11) All localities can explore the way of "providing land in pieces and supplying it by stages" for comprehensive land development, that is, referring to the current bidding, auction and listing mode, the right to use the land for comprehensive land development and the transfer price are determined first, and the procedures of signing the transfer contract and paying the transfer fee in the bidding, auction and listing procedures are temporarily not fulfilled. After determining the owner of the right to use, the remaining land supply process will be handled by stages according to the urban planning and actual situation, and the price of land supply by stages will be implemented according to the price determined at the time of bidding, auction and listing. The time limit for land supply by stages shall not exceed 5 years at the longest. If the land supply by stages cannot be completed within 5 years due to the reason of the land use right holder, the land supply procedures for the remaining land shall not be handled for the land use right holder.

  Five, reasonably determine the cost of land use

  (12) For industrial projects that are in line with the province’s priority to develop industries and are intensive in land use (the floor area ratio and building coefficient exceed the national standard by 40% and the investment intensity increases by more than 10%), the transfer reserve price can be determined by not less than 70% of the lowest price standard of industrial land corresponding to the local land. Land comprehensive development and construction of real estate (including commercial buildings, office buildings, etc.) needs to be sold by means of bidding, auction and listing, and the selling reserve price shall be determined by collective decision based on the land appraisal results, land supply policies and land market conditions. The lowest price of land transfer shall not be less than 70% of the benchmark land price at the location of the land transfer, and the bid bond shall not be less than 20% of the lowest price of land transfer. Encourage the intensive use of space, and the reserve price of the right to use underground space can be calculated and determined by multiplying the benchmark price of the local level by the corresponding correction coefficient. The specific correction coefficient is determined by the people’s governments of cities and counties according to local actual conditions.

  (13) The land authorized by the state to operate can be invested (invested) or leased at a fixed price according to law within the service life, or privately transferred between state-controlled and state-controlled enterprises within the group company after being examined and approved by the state-funded enterprises.

  Six, the establishment of a comprehensive security mechanism

  (fourteen) to promote the establishment of "railway projects+land development" comprehensive return model. After the income from comprehensive land development is included, the financial internal rate of return of railway projects should not be lower than the industry benchmark value of 3% in principle, and it should be comprehensively determined in combination with the recruitment of social capital. The number of comprehensive development land provided by listing at all levels along the railway project should match the sustainable management responsibility of the project shared by the road sections in each city; The income from comprehensive land development is accounted for by cities, which is used for the sustainable management of projects in the city’s sections.

  (15) The municipal government at or above the prefecture level along the railway project shall, in accordance with the principles of integrated planning, linked supply, three-dimensional development and overall construction, negotiate and determine the comprehensive land development matters that need to be arranged for the construction of railway stations and yards, and clarify the related matters such as the comprehensive land development projects and the unified joint construction of corresponding railway stations and yards and line projects. Before the feasibility study of a new railway project is approved, the investment subject of railway project construction and the prefecture-level listing along the line should sign a comprehensive land development agreement, and clarify the scale, location, supply and payment method of the feasibility gap subsidy for the comprehensive development land. Increase credit support for eligible government and social capital cooperation (PPP) projects, and provide long-term, stable and low-cost financial support for the projects.

The Pearl River Delta intercity railway project, which is built in a mode other than "railway project+land development", will continue to do a good job in collecting the income from comprehensive land development of the Pearl River Delta intercity railway project, and the relevant municipal governments and provincial departments in the Pearl River Delta should implement the development income management in accordance with the specific requirements of the Measures for the Administration of Operation Guarantee Fund for the Pearl River Delta Intercity Rail Transit Project. After the main body of railway project construction completes the construction of the upper cover plate of the station yard, rolling stock depot and parking lot, if it is really necessary to be purchased and stored at the prefecture level along the line, the land reserve department at the prefecture level along the line will sign a compensation agreement with the main body of railway construction, and the compensation standard for purchasing and storing can be implemented with reference to the relevant provisions of the "three old" transformation.

The Provincial Development and Reform Commission should coordinate and promote the construction of railway projects in the mode of "railway projects+land development". Relevant provincial departments should strengthen the coordination and guidance on the construction and operation of related projects and comprehensive land development according to their respective responsibilities. Governments at all levels along the railway projects should attach great importance to and conscientiously implement the relevant national and provincial policy requirements, and jointly form a long-term mechanism for the comprehensive development of land along the railway.
